Drum & Bass has a very specific drumbeat (kick on beat one, snare on two, kick on the and of three and snare on four), dubstep tends to use (depending on the artist) more screeches and wobbles and such, while DnB is more chill. Ultimately it does't really matter because, like Sithani said, people will call songs whatever genre they want (sorry for the long reply, I'm kind of interested in this stuff )
