People make Zabrak characters, and they just reskin Maul or Savage, but the fact is that Zabraki horn patterns indicate their lineage and origin. Besides, a simple reskin wouldn't be accurate enough. If you're good at skinning you won't need to adjust the head. But it doesn't matter, as long as it gets made.
