Unusual and unorthodox. I really like this model, because it presents so many opportunities to create even more characters. One would exactly, as the author says - help making a new NPC, who stole the helmet. You can also use this one to make a bounty hunter, which formerly served the Empire. Or someone from the Episode VII era, who found an old dirty helmet and uses it to protect himself from the enemies.

At first, I thought, that there actually was such a character in JA and this model replaces him. In fact such guy was seen in one of the mods for JO or JA.

There's a lot of kitbashing going on and I recalled it was Jeff.

Am I right in saying this is a Jedi Academy customisation mod? Because I can't find it when I start a new game.

It's a new model, a mix of 2 models made by DT85 as the description says.  It's not a customizable model.
You just download the model and add the .pk3 file into your GameData>Base folder and start up MultiPlayer where u can then use it
