I need to lay a dirt/rust layer on top of a spec and env map... so the dirt and rust dont bling. Any thoughts?

I was thinking polygonOffset could help in this case, but I'm noticing now that it's applied in the header of the shader, and not on a specific stage.
It's strange that you can't get the layer to work, though. Check out Barricade's Protocol Replacement, it uses alpha textures on the shader to create shine / no shine areas on the protocol droid model.
