Depends on what you mean.. do you mean a cutscene that is scripted to run in-game? If so it is just the need for a script that calls for that certain animation at that certain time. I would contact someone familiar with scripting perhaps @therfiles can set you on a path. Now, if you mean in a 3d program to be rendered seperately then converted to a RoQ or something, then it gets a bit more techical and cooler. Things faceRobot works wonders in Softimage.
