Then you may have bigger problems with your system than this. There is bo reasonable explanation besides a very messed up Windows install that could lead to further problems down the road. I'd recommend you run an AV Scan and update your drivers. If this does not help you should start backing up your files and do a clean reinstall of the System.
I've done many system restores, and even done a total factory reset by re-installing the factory Windows 7 from backup discs. It's just a shitty laptop pure and simple. 50% of my downloaded music doesn't even play so I just don't bother anymore, better to listen direct from youtube.

That makes perfect sense.
You might be missing a Visual C Library but you won't need a hardware upgrade to run blender.
Well I've tried running blender, in fact just installing it crashes. It's annoying that my PC won't let me get the libraries I need so I can use the programs I want. I can't even use photoshop on this PC, it doesn't load at all.

The project rate has to be changed as well. Otherwise it will just revert to what it was when you opened it, because that's what the project is set to when opening. You don't have to use the resample function, this method should suffice, from my experience.
I found the issue. It seems that audacity was creating a duplicate directory and putting the new audio in there, but loading from elsewhere. I fixed that now. Thanks for the help!
Edit: Also I should point out, if it keeps reverting sample, simply copy/paste the audio into an audio file that is already at the sample rate you want and export it.

Are you changing the project's sample rate down in the bottom left of Audacity?
No. I go at the top Tracks > Resample. That has always worked in the past, just not with these audio files for some reason.

So I've put together a soundpack, and made sure that each audio file is Mono, 44100 sample in Audacity. However this does not change the sample.. the audio files revert back to their original sample rate. I am unsure what to do since this has never happened to me before. Any tips?

You probably mean Microsoft Visual C++ Redistributable. You can download the latest versions here: https://support.microsoft.com/en-gb/help/2977003/the-latest-supported-visual-c-downloads

Another tip if nothing works: Do you have Steam? If yes, you can get Blender there. It's free of charge, as usual.
Like I said, my PC isn't very good. My computer won't even let me download and install those upgrades without the program crashing entirely (not responding) every time. And my PC won't run Blender either, but the online modelling sites are just fine. It's just I can't rig the model with this laptop.

I am sure a rapier type saber can be. It just has to be modeled correctly so it doesn't glitch through the players arms (axis rotation in blender would solve that with some trial and error).

Why not try to rig it yourself? You did an admirable job making it.
I just don't have the computer for it. This model I had to make 100% online since my actual Windows 7 laptop is stuck in the past and can't handle big programs like Blender or Autodesk or 3DS Max without telling me I need a distributive visual upgrade, and then crashes when I attempt these installations. Plus at the moment I can't really afford a better PC/Laptop so I have to compromise where I can.

@@AshuraDX I decided since it's a simple enough model to give it a go myself. I decided to go ahead and make a "copy" of the model from scratch using a simple 3D modelling site. This is my result from scratch (heavy thanks to that sites tutorial which had a mountain that had the same aesthetic as this model) :

Not really an expert on modelling to be honest. But from many threads I have read over in the past, I can repeat some wisdom.
Ensure that all tags are accounted for and have the correct structure, and that everything is weighted and rigged properly. You could simply take a look at the rigging of an already done model, and do a side by side comparison to yours to try and filter out the issue.

Perhaps somehow the bot chat is disabled in that particular server? I don't exactly know how all of that works, so someone else who is more savvy with that information might be able to enlighten us.

I tried too, its same, i have put 9 cause in the exemple.jkb they say a number between 1 - 10, 10 the max... So ? :/
Huh. That is strange.
So in that case the only other thing I can think of, is in the same folder as the .jkb files, find the bots.txt and add your model to it.
If that doesn't work then I'm not sure what the problem is, sorry. I hope in that case that you get it solved.

Commander Vaang: npc spawn vaang playermodel vaang BACKGROUND: Commander Vaang was a Jedi who was trained by Luke Skywalker and was the son of Starstrider. During the destruction of Luke Skywalker's academy, he was one of the only Jedi to escape. While doing so, he was knocked unconscious by the falling debris of the academy. After regaining consciousness, he had no memory of what had happened. He found a nearby ship and used it to leave the planetary system. He was intercepted and captured by Captain Phasma as he flew lightspeed right into the path of The Supremacy. Phasma interrogated Vaang as to where he came from and where the location of Luke Skywalker was. Vaang had partial memory recovery from the interrogation, and figured out that he was trained by Luke, but had no clue of his location, since after Vaang regained consciousness, the planet was empty and anyone who survived had long gone. Phasma convinced Vaang that Luke Skywalker was evil, and encouraged Vaang to join the ranks of the First Order. Vaang started to climb the ranks through various training missions and field work, growing more and more powerful with the more missions he completed, and subsequently regained more fragments of his memory, notably Jedi Powers he had previously learnt. He got so good at what he did, that he surpassed the rank of Phasma within only a few years. Vaang eventually recovered all of his memory, which included a memory of Vaang stumbling upon Luke looking at a hologram of a brand new Death Star's blueprints recovered from the Emperor's secret observatory on Pillio. With this information, he informed General Hux, who informed Snoke. Snoke ordered a direct meeting consisting of General Hux and Vaang. Snoke questioned Vaang on the blueprints he saw, as it may have been a potential threat to the First Order if Luke was in possession of these prints and was building a weapon to wipe out the First Order. Vaang offered to put his remaining efforts towards providing the First Order with the blueprints from his memory so the super-weapon could be built to destroy Luke Skywalker, so that if the First Order should ever find Luke Skywalker's location, they could simply wipe out the entire planet, destroying Luke within moments before Luke could ever get a chance to bring down the First Order. Under the direct order of General Hux and Snoke, Vaang was set a mission to go in search of Luke Skywalker and the blueprints personally with the regained knowledge from his memory and maps to various locations of Jedi Temples from the Archives of the Empire. Vaang searched planet after planet, system after system, with no luck. He had altered his attire throughout these systems to deal with the different elements - a cloak and hood to take care of rain and dust, a waist cloth to help keep his armor clean from upswept dust, large boots to handle rough terrain with ease, a black utility belt, and an ancient helmet that was recovered from an ancient sith temple purchased from the Black Market (which Vaang upgraded with enhanced regular vision, and various modes of vision for all types of planets and a breathing apparatus to become immune to all kinds of gases, because who the hell can actually see in those regular stormtrooper helmets anyway?). Eventually, Vaang encountered the very system he had left when the academy was destroyed. He found the remains of the academy, and scoured every area for both Luke's body, and the blueprints. He never found Luke, but did find the blueprints for a third Death Star among the ashes of the academy. Vaang brought these blueprints back to Snoke directly. Snoke then began work on building the weapon. Vaang helped with the construction of Starkiller Base, and even named it after his second cousin, Starkiller (Galen Marek) which Snoke liked the sound of since the weapon actually killed stars to power it. As a reward for both his achievement of rank and persistence to help the First Order, Vaang was summoned to meet with Supreme Leader Snoke, and was gifted a golden Stormtrooper armor from Snoke. Snoke was impressed by how far Vaang had come since the time he had been trained by Luke, and offered Vaang training with the dark side of the force. Vaang accepted the offer, as he wanted an edge to his combat skills that he couldn't get with his current Jedi powers. Vaang was taught dark side powers of Force Rage, Force Lightning, Force Drain, and Force Grip. Snoke then ordered Vaang to go on various bounty hunter missions that would give Vaang the perfect opportunity to field test his powers, so he could get an advantage in a fight against his opponents. Vaang trained until he had mastered all of the abilities taught to him by Snoke. Vaang's final mission to complete his training was to find Vader's Castle on Mustafar and bring a piece of it to Snoke. Mustafar was a true test for Vaang as he traversed through molten lava ruins of Vader's Castle. He found a broken piece of the castle which was just the right for what Snoke required, and at that moment stumbled upon Darth Vader's Bacta Tank room. Most of the room was in ruins and melting away. Vaang noticed something that was about to fall into a pool of lava, and so he took a closer look. It was an orange kyber crystal, possibly one of the many kyber crystals Darth Vader had collected from hunting down various Jedi following Order 66. Vaang had mistook the crystal for a piece of gold, and put it in his utility belt. Vaang brought the piece of Vader's castle to Snoke, along with the kyber crystal. Snoke commended Vaang on completing the mission, eyeing over the kyber crystal in his hand. Snoke then threw the crystal to Vaang, which Vaang caught. Snoke told Vaang to keep the crystal as reward for the mission. Vaang asked what the little piece of rock was, and was told it was used to power a light saber. Snoke then dismissed Vaang to leave as Vaang's training was fully complete. Snoke crafted a pure black ring from the castle piece. Vaang used his force abilities to build himself a golden light saber using the kyber crystal from Darth Vader's castle to match his armor (which he had an affinity for, he loved gold the same way Snoke did, as Snoke wore a golden robe). After many years of bounty hunting, Vaang was contacted by Snoke. He was tasked with the defense of Starkiller Base, to ensure its safety and to kill any intruders in the wake of knowing that there was a map to Luke Skywalker. Vaang commanded an army of Stormtroopers to make various camps and outposts around Starkiller Base, in case Resistance ever decided to show up and take out the Base without the First Order's knowledge. This heavily depleted numbers of stormtroopers within the actual Base itself. Han Solo was able to fly to Starkiller Base unnoticed, avoiding all outposts and camps, which by the time Vaang had received word that there was a trespassing ship that breached defenses, Starkiller Base was already crumbling to pieces. Vaang wrongly believed that Starkiller Base was being fired at a planetary system (due to the Base finishing it's energy consumption), and was destroyed together with Starkiller Base after the attack from the Resistance. EXTRA/THOUGHTS: I called the character "Vaang" because "Gold" actually means "Vang" in Vietnamese and I thought that sounded cool. Thanks for the answer, but I wanted to say "Talk" in the chat section ^^ Not audio, I want the Bot write what I placed in the BotFile.
Try changing chatfrequency to 3. That's the average number for the base bot files. No idea why it's at 9, that might be what's causing it.

I'm a big fan of Jedi Knight Series, but its Jedi Outcast wich make me still play in 2018, for many thing, like its saber gameplay for exemple.
So, my problem now ^^
I'm doing a Mods Pack like KotF for me and my friends, but for Jedi Outcast. I converted many Models/Maps from Jedi Academy to Jedi Outcast. Now, I want to make my Bots talks, some years ago my bots was talking fine, but now, they don't want to say one word... I have searched in CVAR, JKB, but still impossible...

I already tried many thing on it...
I take this opportunity to ask this question too, all Models I converted works fine, but there are 2-3 wich make me rage cause all the triangle in the .glm aren't in the good position I think, and the Models won't aim in front of, but they watch behind while walking in front... How I can do for a good conversion ? I already changed the wrong bone in the skeleton...

Is there a file with the glm model called sounds.cfg? Should have the name of the soundpack, and letter m under it.

Hm, I may look into this, but it won't be a port.
I kinda like this super lowpoly aesthetic and setting that up should not take long, all I have to do is slim down my base mesh a bit, add a head, and weight the thing.
Then it's just a matter of tesselating a copy of the model, running it through some automatic reduction process, do some touchups, transfer the skin weights from the original mesh over and export the thing.
RGB colorization could be a nice thing to have with a model like this.
You will notice on the texture in the screenshots if you look closely, it has lines, almost like scan lines. Also I was thinking that plain white glowing caps would also go perfect with it.

I think you don't even have to port it. Reskinning would do the job either.
1. Take the simplest model from Jedi Academy.
2. Make a texture that resembles the one above. Add a shader if necessary.
3. Set the model details of Jedi Academy to the lowest setting and you get a Superhot playermodel.
There is no model that looks like the superhot model, even on the lowest of settings, which would be terrible since that would affect all playermodels. Unless there is some sort of command which forces a playermodel to spawn in low quality. Besides I think it's more authentic to have the actual thing.

So I would like to request the SUPERHOT Player model and enemy model.
If you don't know what SUPERHOT is, it's a game where you fight enemies that come at you with all types of different weapons, and you must kill them before they kill you. Oh, and time only moves when you move. It is in the style of The Matrix, going in and out of coding/computer programming.
The player is a black/blue color, and the enemy is a red/orange/yellow color.
Taking on this myself.

I think I have a fault with the Hard Drive. Some folders I make randomly go corrupt and are impossible to delete/access. It's all I have so I make do.
