Not sure about Imperial Navy Troopers, but there's Imperial Army Troopers pack.

As for the scout trooper, I have no idea. Not for a standalone at least. You could download Soldier Customization and - as @@Ruxith wrote in my own thread -

(...) condense them (...) and only keep the variations/options that you wish.

Alternatively, to make npc's based on the models.
