That's actually not an easy task to do from scratch. You will need a software that allows you to draw the active regions on the map, and translates those to co-ordinates. Luckily, there are plenty available online (and Dreamweaver can do it). Try this one, perhaps: http://imagemap-generator.dariodomi.de/

Softimage can make the basic map and allow you to edit the script but the biggest draw back is the ability to zoom to be able to draw really good hot spots. I've got a student lic for dreamweaver. I'm also using photoshop to make another map for highlighted regions that change when the mouse is over them.
