The console key is the backtick, it is the '`' character, it does not appear that it can be re-bound, I just dug up the source for the first time in a very long time. You should hopefully be able to type it with ALT+9+6 -- I ran it and could not use the ALT code to bring down the console. If you have Windows 8 or 10 you should be able to use the OSK app (short for on screen keyboard) to push the backtick keyboard.
