I have never heard of this, but it doesn't really surprise me. I've editted the "Controversy" for a better defense of the rule and removing the implciation that the rule is widely opposed. -TwinHits

Edited it some more for neutral POV. Also removed the history subheading unless anyone has any citation on it. -Cael
