Protocol Droid is one of the neutral NPCs in Jedi Outcast and Jedi Academy, which looks like the famous C-3PO from the Star Wars saga.
Personality
Protocol Droids are scarcely used on various worlds, where they often serve as secretaries or personal assistant droids. TC-14 was a protocol droid in the service of the Trade Federation, sent to meet two ambassadors until the negotiations. C-3PO was a protocol droid, built by young Anakin Skywalker on Tatooine from very different spare parts. 3PO would later come into possession of Beru and Owen Lars, who covered him in grey plates. Later on the droid would reunite with Anakin and be presented by him to Padme Amidala, who used him as her assistant droid as well as a translator during the Clone Wars. During this period C-3PO would receive his famous golden plating.
After the war C-3PO's memory was erased and the droid continued his service for Bail Organa together with his counterpart R2-D2. Both of them would witness many battles between the Rebel Alliance and the Galactic Empire. Being a translator fluent in over six million forms of communication, C-3PO assisted the Rebels in communicating with Ewoks, a local tribe on Endor during the final pivotal battle against the Galactic Empire.
Protocol droids were often used as waiters, during various parties, such as the ones held by the Hutts in their palaces. Quite often these droids came in different colors of their plating and often with additional programming. The most popular models resembled humans in their appearance, but there were some models, that were made to look like other alien species. In most cases the droids were harmless and stayed neutral even when their masters posed a real threat to others.

In JO and JA
Kyle Katarn is greeted by a golden protocol droid upon arriving on Yavin IV (presumably, by C-3PO). He would later see a similar protocol droid on Bespin, where the droid was afraid to move until the Remnant forces were eliminated by Katarn.
Droids with golden plating were also found by Jaden Korr on a train on Corellia.
A second variant of protocol droids, encountered in JO/JA, is the RA-7 droid, often used by the Empire. It has black plating and an insectoid head.
In other stories
Protocol Droids are often seen as neutral characters in most Star Wars stories. This kind of droids was in use during the Jedi Civil War times and even earlier than that.
In Dark Forces II protocol droids have silver/chrome plating and are seen on Nar Shaddaa and on Sulon's Star Cargo ship. Mara Jade encounters several protocol droids with bronze plating during her mission to the Katraasii Spaceport.
