Why should it be impossible?

Good question. I've never ported a model, so from my pov I assume this would be difficult. This particular outfit would be ideal for one of my projects. Generally speaking, this HITMAN game has lots of interesting outfits that could work just fine in a Star Wars game. 

That depends entirely on what you are willing to do to make this model work ingame.

You can always retopologize a model, like I did here (left) for Willemoes Jester Model (right).
I rebuilt the torso using retopology tools to get better edgeflow for rigging. This method can also be used to reduce the geometric detail of a model significantly while keeping clean topology and more or less the same shape as the original.

This takes some effort but generally gives much better results than decimation.
In this case I also reprojected the textures from the original model onto a completely new UV set to make working with the textures a lot easier for anyone aiming to reskin this.

It's just a matter of spawnscript or usescript. Look for the SET_ANIM_UPPER, SET_ANIM_LOWER and SET_ANIM_BOTH commands in BehavEd. Also experiment with SET_ANIM_HOLDTIME_UPPER, SET_ANIM_HOLDTIME_LOWER and SET_ANIM_HOLDTIME_BOTH with a number of milliseconds to hold their animation still.

well said, I never did learn how to model, but my head is full of ideas, same as with mapping, I've had up to 200 started projects in Gtk

@Circa no I saw a video on this, it was told that it had to do with some lack of backstage costumes so he had to borrow one of Hans outfits. Can't really remember where I saw it but should be easy to find on Youtube it was a question at a convention.

Nobody maintains it. And there's really no point in adding support for it to show models that are only used for display. It supports all models that are converted to trisoup during compile.

You can simply add the model key/value to the ents file (with a value of a supported model extension) similar to how it shows items instead of a box in some "game" ent files.
